Summary

This position is in the Department of Education (ED), Federal Student Aid (FSA), Partner and Participation Oversight (P&PO), Partner Management and Support Services, Program Technical Business Support Group, Program Contract Management Division (PCMD). PCMD partners with the Acquisition Directorate’s PPO Contracts Group to manage and administer the PPO proposed, existing, and expiring contracts.

Duties

As a Contracting Officer's Representative (COR), GS-1101, 13, you will be responsible for:

  • Performing designated COR duties as defined in the COR Delegation and Appointment Memorandum(s), and as directed by the Contracting Officer and Senior Management for all contracts assigned, adhering to the Federal Acquisition Regulations, EDAR, and all ED Acquisition policies and procedures.
  • Collaborating with all business units involved in the performance of the Contractors, ensuring that contract requirements are met.
  • Managing, maintaining, and providing accurate contract budgets, funding, and expenditure information for assigned contract(s).
  • Working with the Finance Office, Contracting Officer, Budget contacts and the Business Office to revise budget, receive funding, track obligations, and report expenditures.
  • Performing required investment reporting and budget initiative requests.
  • Providing courteous, tactful, and effective customer service and support that emphasizes the aspects of communication and relationship management and supports collaboration to improve the quality of service for customers across the entire student financial aid life cycle.

Qualifications

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards .

Specialized experience for the GS-13 is demonstrated by performing one year of experience equivalent to the GS-12 level in at least two (2) of the following three (3) duties or work assignments:

  • Experience utilizing technical and service contractual, procurement, and acquisition policies and regulations sufficient to analyze and interpret policy directives to write Standard Operating Procedures and directives for the organization and assess the impact of new procurement directives on headquarters programs.
  • Experience clearly communicating, both verbally and in writing, technical and service contract issues to the vendor and make recommendations to management.
  • Experience with high value asset IT contract administration program principles, policies, concepts, and objectives to negotiate, monitor, evaluate, and administer commercial activities contracts.


This position has a Selective Placement Factor, which is a skill, knowledge, ability, or other characteristic essential for the job's satisfactory performance. The Selective Placement Factor represents the minimum requirements for this position and is a prerequisite for appointment. Applicants who do not meet the Selective Placement Factor are ineligible for further consideration.

Selective Placement Factor: A COR Level II certification is required. A copy of the certificate must be included with your application by the closing date of this announcement. The COR must maintain their COR certification in accordance with the required training set forth by the Federal Acquisition Institute. Additional training may be required to develop program and technical competencies relevant to the assigned contracts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Credit will be given for all appropriate qualifying experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

How You Will Be Evaluated
